One of the projects implemented by the Heydar Aliyev Foundation to integrate the physically handicapped into society was the establishment of the Ganja Regional Information Center. On February 9, 2011, President Ilham Aliyev attended the opening of the Regional Information Center in Ganja.

The center, jointly established by the Heydar Aliyev Foundation, the Ministry of Communications and High Technologies and the UN Development Program, has a reading room, a training center, an audio library, a recording studio and a computer center to convert the library fund into audio format. There are about 1000 books in Braille for the visually impaired in the reading room, as well as books in large print for the visually impaired, 4 Braille displays, 2 "book lover - compact" free-reading machines, 2 "videolight" magnifiers device and the corresponding printer. The computers in the center are equipped with games that develop the mind for the mentally retarded. The library shows subtitled films for people with speech and hearing problems. The website of the Regional Information Center allows users to get the necessary information, as well as communicate with each other through the "dating" section. All conditions have been created for the wheelchair to enter the Center and move freely.

More than 60,000 people with physical disabilities from Agstafa, Dashkasan, Gazakh, Gadabay, Goranboy, Samukh, Tovuz, Goygol, Shamkir regions and Naftalan use the center's facilities.
