Children's Music School No. 38 for visually impaired children was established in 1980 at the initiative of the Azerbaijan Blind Society under the name "Specialized Children's Music School". The first director of the school was "Honored Cultural Worker" of the Republic, tar player Murtuz Eynulla oglu Mehdiyev.

According to the order No. 103 of the Central Board of the Azerbaijan Society of the Blind dated May 23, 1980, Murtuz Mehdiyev was appointed director of the newly opened school.

In 1993, due to the deteriorating economic situation of the Society for the Blind, the school was threatened with closure. Thanks to the special initiative of former chairman A.Zeynalov and the help of former Minister of Culture Polad Bulbuloglu, the school was transferred to the Baku City Culture and Tourism Department.

After the death of ME Mehdiyev, Aliyev Asab Ispandiyar oglu was appointed director of the school. The music school was opened to teachers and students on January 5, 2008 with the participation of the First Lady of Azerbaijan Mehriban Aliyeva. The school was given furniture and musical instruments by the Culture and Tourism Department. For the first time, the publication of music textbooks for visually impaired children in Braille in the Azerbaijani language has begun. With the financial support of the Ministry, the students performed at the Gulen Festival in Turkey (2008) and the Culture Festival of Turkic-speaking countries in Istanbul (2011). According to the order No. 100 of the Department of Culture and Tourism dated October 29, 2009, Children's Music School No. 38 was transferred to the 11-year education system. With the help of the Baku City Culture and Tourism Department, the school's electricity, gas, water, and telephone lines were rebuilt, and the school was provided with a computer set and a music center.

The main contingent of students of the school are students of the Republican Boarding School for Visually Impaired Children. The music school builds its schedule according to the boarding school's schedule. (Every 2 school buildings are located in one yard).

The school has 3 departments: Folk Instruments, Theory and Piano.

The total area of ​​the school is 209 sq.m. It consists of 12 classrooms, 1 library, reception room and principal's office.
