On the initiative of the leadership of the Azerbaijan Society of the Visually Impaired (Az.GAC) on May 19, 2006 with the support of the international humanitarian organization "Oxfam" F. Yusifov - the old production building of the society No. 40 was repaired and "Massage Vocational Rehabilitation School" reopened . Under the project, six professional teachers were involved in teaching at the school and 55 students were trained. Within the framework of the project, the Ministry of Health approved the work of visually impaired masseurs who graduated from the Massage School to work in private and public institutions. However, in the following years, the project restricted the work of masseurs who graduated from massage school to work in public health facilities.

After the completion of the project, Az.GAC established cooperation with the Ministry of Education, the Ministry of Health, the Ministry of Labor and Social Protection and the State Examination Commission in order to ensure the continued operation of the massage school. Finally, in 2014, the Massage School was opened at Baku Medical College No. 1. Thus, in accordance with the admission plan approved by the Cabinet of Ministers, the Department of Sports and Therapeutic Massage for the visually impaired (currently the Therapeutic Massage) was established at Baku Medical College No. 1 in 2014. The college admits a person with group I and II visual disabilities through the State Examination Commission.

As a result of close cooperation between the Ministry of Health and the Ministry of Health, each of the first 13 students who graduated from the Massage School on the instructions of Oktay Shiraliyev began working as a masseur in public health facilities. The process of hiring visually impaired masseurs who have graduated from massage school continues on a regular basis in accordance with the vacancies.

Baku Medical College No. 1 has created favorable conditions for quality education for visually impaired students, they are provided with textbooks in Braille, large font and audio format. New textbooks are currently being published. Students were also provided with computers equipped with JAWS voice and ZOOM magnification programs. Equal opportunities have been created for visually impaired students at the college and their active participation in the school's public life has been ensured.
